The legal foundation for intervention components on publicly financed computers is examined in this research. No charges were brought because pornography was found on less than 5% of all computers throughout the auditing process. The Australian Crime Commission (and, very likely, the National Indigenous Information Taskforce) acquired generic information via auditing in exchange for signing a Memorandum of Understanding. Through Freedom of Information requests, the Australian Crime Commission and the Department of Families, Housing, Community Services, and Indigenous Affairs obtained memoranda and other information on the audits’ methods and findings (“FaHCSIA”). Due to FoI exclusions such as “prejudice to law enforcement methods and procedures,” “public interest” in jeopardizing the auditing process and ACC intelligence gathering, and “personal privacy,” they were heavily filtered. Despite the auditing program’s stated goal of reducing community damage caused by pornography, these documents show that criminal intelligence collection was its primary goal.
We examine the experience of complying with audits and potential reasons why this instance of statutorily required monitoring perished after interviewing community members and other process participants. In 2012, I conducted interviews with computer center users and managers in Papunya, an Indigenous community. Phone calls were made to other shire authorities, technical officials, and NT Library personnel. In May 2012, a group of researchers escorted by the Central Australian Youth Link-up Service visited Papunya (CAYLUS). We approached the traditional owner and suggested the research; he agreed. Permission was obtained by completing a permission form (which the researcher explained orally if necessary) or by speaking with the researcher (recorded). The majority of the participants got memory sticks, although coupons were also distributed.
We examined the Papunya from May 9 to 11, 2012. For a variety of reasons, official surveys were few during this period. Many responders returned to Papunya after the Hermannsburg football match after the voting was half-completed. In addition, the Warumpi Studio’s Suicide Prevention Program, funerals, and Land Council meetings were all filmed and recorded. The use of the main computer room and the number of individuals we could interview were affected by an unexpected week-long outage that started on May 10. The use of informal contacts with different groups and people and conducting interviews outside of the computer room, such as outside the community shop, helped to reduce negative impacts.
