1.0 Executive summary/ Introduction

It is universally known that facilities managers are basically responsible for the daily services management as well as processes that are primarily core to any business. Additionally, they ensure that the business generally boasts of the most suitable business working environment for its activities as well as employees (GUSTIN 2003 13). Pestana Palace Hotel is one of the most renowned five star hotels based in Lisbon located in a residential area. It is made up of one hundred and seventy-six rooms, with four suites in palace and thirteen other suites in the New Wings. Therefore this essay will discuss the legislative acts involved in facilities operation management of Pestana Palace hotel as well as the daily responsibilities of the facility operations manager to customers, the buildings, and staff.

2.0 Health and safety regulations implemented by the facility manager

Health and safety in facility operations management is one of the most significant segments. In other words, Palace Hotel needs to strictly follow regulations and rules of health and safety and in the process, have a clear risk assement procedure. In this case, it should be noted that in facility operations, there exists two types of risks which basically include the business risks and the pure risk (PAYANT & LEWIS 2007 33). When it comes to business risk which normally occurs in the form of economic policy changes, government policies, unexpected customer travels and preferences, Pestana Palace hotel should ensure that; first, it identifies the hazards, decide the individuals who are vulnerable to the risk, evaluate and measure the risk and decide available risk mitigation strategies, record findings and above all, review the risk assement plan (GUSTIN 2003 13).

As a facility program manager, palace hotel should adhere to the following regulations in order to ensure the safety and health of its workers. By adhering to the Control of Substances Hazardous to Health Regulations (COSHH), palace will ensure that they keep records of any employees exposed to a hazard for a period of time, make an ample risk assement of health’s of those workers .Additionally, by setting up operations according to the Reporting of injuries, Dangerous Occurrences and Diseases Regulations 1995 (RIDDOR) ensures that safety and healthy rules are well-documented for customers to see and keep them safe from risks and unexpected accidents (PAYANT & LEWIS 2007 33).

Therefore, in summary, through proper implementation of regulatory statutes, the safety, health, waste management, energy waste, and fire safety can be improved (ANIL KUMAR & SURESH 2006 45). By so doing, it will ensure that Palace hotel is well-ventilated with adorable temperatures, good lighting, a good floor space, a proper fire exit, a proper cleanliness and waste materials system, first aid tools and proper risk assessment strategies (TOMAR 2009 43).

3.0 Documentation required

For proper management of waste, safety, health and fire safety measures, proper keeping of records and auditing is primary to Pestana Place hotel (PAYANT & LEWIS 2007 33). Additionally, it is important for a facilities manager to get access to all kinds of information that is needed for statutory regulations of customer safety and health in terms of family size, ethnicity, age, and marital status. In other words, statutory regulations are in most cases highly customized by cultural diversity in Lisbon (GUSTIN 2003 17). Pestana Palace Hotel should therefore, keep proper documentation necessary for auditing and accounting compliance in the form of statutory regulations as well as staff audits.

By keeping the Health and Safety for Employers posters palace will be able to control the safety and health of its workers and ion the process, it will ensure that Palace hotel follows the legislative regulations by fulfilling all the statutory expectations (ANIL KUMAR & SURESH 2006, 56). In the process, most customers will prefer Palace hotel due to its safety and health strategies making it to have a competitive edge (PAYANT & LEWIS 2007 33).
